Golden foundation

The idea of developing the Golden Foundation emerged from Irwell Valley’s long history of improving the quality of life of residents through personal advancement and the development of pleasant and safe neighbourhoods.


The Irwell Valley Golden Foundation was established to support people finding local solutions to local problems and encourage positive change where respect, happiness, trust, wellbeing, access to education and employment are cultivated and celebrated through positive engagement with local residents, complementary agencies, services and others delivering projects in our neighbourhoods, We want our residents to feel happy in their homes and neighbourhoods.

Since its formation in September 2009, the Golden Foundation has supported a number of community groups and individuals in a variety of ways whose work has formed the grassroots of real and lasting positive change. The Irwell Valley Golden Foundation is a long term commitment to support our neighbourhoods.


Who can apply?

Applications will be considered from:

  • Individuals* who are residents in an Irwell Valley Home who wish to improve their personal situation or bring benefit to other Irwell Valley residents or neighbourhoods.
  • Individuals* who though not an Irwell Valley resident wish to deliver projects or services that will bring benefit to our neighbourhoods.
  • Voluntary & Community groups and not for profit agencies that can demonstrate appropriate consultation and benefit either directly or indirectly to Irwell Valley residents or neighbourhoods

* If an individual under the age of 18 wishes to apply for funding the consent of a parent/guardian must be supplied and they must countersign the application form


How much can I apply for?

  • Up to £1,000 for individuals
  • Up to £5,000 for voluntary and community groups
  • For larger projects consideration will be given to applications from Irwell Valley colleagues in excess of £5,000. What we will fund Applications that can demonstrate the potential to directly or indirectly benefit Irwell Valley residents and their neighbourhoods.

What we will not fund

  • Applications that fail to demonstrate a potential direct or indirect benefit to Irwell Valley residents and neighbourhoods.
  • Individuals, groups or organisations that have previously received a grant from the Golden Foundation will not be eligible to apply for further funding if they fail to complete and submit a satisfactory Evaluation Form.
  • Promotion of religious beliefs or politics.
  • Projects, activities and responsibilities where the Local Authority or other agency has a legal obligation to provide.
  • Repayment of loans, debts, interest payments or unanticipated shortfalls in a budget.
  • Activities that happen or start before we confirm our grant.
  • Endowments (to provide a source of income).
  • Reclaimable VAT. You may need to pay VAT on purchases you make as part of your project. You must only include VAT in the amount you request from us if you cannot claim it back from HM Revenue and Customs. If you later find that you can recover VAT that we have included in our grant, you must repay this amount to us.
  • Contingency costs.
  • Funds that directly contribute to a company’s distributable profits.
  • Any costs that you incur when putting together your application.
  • Any expenditure incurred or committed before we confirm our grant (including deposits).
  • Day to day running costs (e.g. utility bills, council tax, rent and insurance).

If you have a project or idea, be it big or small but need some help getting it off the ground, then get in touch. If you would like to discuss your project idea in more detail before completing an application form, or have any questions, please contact your Neighbourhood Manager, Scheme Coordinator, Financial Inclusion Officer or Debt Prevention Officer. Don’t worry if you have no experience of applying for grants as we will provide you with all the guidance, support and advice that you need.

How to apply

We will provide all the guidance, support and advice you need - and you don’t need to be a formally constituted group to make an application.

Next Steps

  1. Return your completed application form to your Neighbourhood Manager, Scheme Co-ordinator, Financial Inclusion Officer or Debt Prevention Officer.
  2. Your application will be checked to make sure that your request fits the funding criteria.
  3. Following receipt of all required information and subsequent assessment, providing your application meets our requirements; your application will be passed to the Irwell Valley Golden Foundation Panel for consideration. The Panel meets on a monthly basis to consider applications. The Panel will decide if your request is successful.
  4. We will advise you of the Panel’s decision in writing. Should your application be successful, we will issue you with a grant award letter within two weeks of the Panel meeting.

Irwell Valley Golden Foundation aims to assess each application equally and fairly. We strive to ensure that our procedures do not discriminate against any group or individual. Our Panel makes the final decision on applications and there is no right to appeal.

We consider all applications in competition with each other and we understand that you will be disappointed if we decide not to offer you a grant. If your application is not successful, we will write to you explaining the reasons why.
